Income Tax Department To Train Income Tax Preparers - Career

tax return preparers trainingIncome Tax department, Ministry of Finance, Govt. of India, has announced a scheme to train a fresh batch of professional tax return preparers (TRPs) to help small and medium tax payers prepare and file their income tax and HUF returns.

This opens a self employed opportunity for self-employment for 5,000 unemployed /under-employed youth (21-33 years). Applicants will be shortlisted for appearing in the enrollment exam on September 23 on the basis of marks obtained at the Bachelor?s degree level in commerce, law, economics, maths, statistics or management. The IT department will offer free training and study material comprising 15 days of self-study and 11 days of classroom-sessions.

The successful candidates will receive a certificate and a unique identification number authorising the candidate (under the IT Act 1961) to work as a self-employed Tax Return Preparer. Judge rejects Facebook settlement over users appearing in ads

SAN FRANCISCO (Reuters) - A U.S. judge rejected Facebook Inc's proposed legal settlement to resolve allegations that the social networking company violated its members' rights through the its 'Sponsored Stories' advertising feature.?

In an order on Friday, U.S. District Judge Richard Seeborg in San Francisco listed several concerns with the proposed settlement, including a request for more information on why the agreement does not award any money to members.

Seeborg said the company and attorneys for the plaintiffs could try to modify their agreement to address his concerns.?

"We continue to believe the settlement is fair, reasonable, and adequate," a Facebook spokesman said in a statement. "We appreciate the court's guidance and look forward to addressing the questions raised in the order."?

Representatives for the plaintiffs could not immediately be reached for comment.?

Five Facebook members filed a lawsuit seeking class-action status against the social networking site, saying its Sponsored Stories feature violated California law by publicizing users' "likes" of certain advertisers without paying them or giving them a way to opt out. The case involved 100 million potential class members.?

As part of the proposed settlement, Facebook agreed to allow members more control over how their personal information is used. In the opinion of one economist hired by the plaintiffs, contained in a court filing, the value to Facebook members resulting from the changes is about $103 million.?

Facebook had also agreed to pay $10 million for legal fees, and $10 million to charity, according to court documents.?

The case is Angel Fraley et al., individually and on behalf of all others similarly situated vs. Facebook Inc, U.S. District Court, Northern District of California, 11-cv-1726.

Three Mission girls heading to Alabama for golf

A trio of local girls will be attending Alabama State University this fall to play golf.

Brooklyn Kraakman had signed her national letter of intent last fall, while Janelle Kraakman and Dani Shap recently agreed to head south.

This May, Brooklyn represented B.C. at the BCGA North Pacific Team matches in Washington State where the province won the event. At the 2012 B.C. Women's Amateur, Brooklyn placed 10th with scores of 74, 75, 73 and 69.

Shap placed 18th, tallying scores of 75, 73, 76 and 80, while Janelle came in 22nd with 78, 78, 77 and 77.

At the?2012 B.C. Junior Girls Championship, Brooklyn placed fifth and Janelle placed 16th.

And most recently in Calgary at the 2012?Canadian Junior?Girls Championship, Brooklyn placed ninth and?Janelle placed 55th.

Brooklyn is currently in Trinidad and Tobago, representing Canada at the CJGA Stephen Ames Cup.

Both Janelle and Brooklyn have represented zone 3 in past BC Summer games winning gold medals; Janelle in 2008 and Brooklyn in 2010.

Last year, as members of the Hatzic Secondary School's golf team, Brooklyn and Janelle placed first in the Fraser Valley and fifth in the province.

Shap and Janelle left for Alabama Tuesday (Aug. 14); Brooklyn will be joining them the following week.?Brooklyn's other cousin, Alex Leech, received a partial golf scholarship to Adam State in Colorado?and also left Aug. 14.

Books and art pit freedom of religion against free speech in Tunisia

Before last year?s revolution, police would drop by the Librairie Mille Feuilles in this upscale Tunis suburb to look for books deemed politically deviant. The bookshop has since attracted a different kind of scrutiny.

Last December a strange man entered and addressed owner Lotfi El Hafi: ?You have indecent books,? he said, indicating Femmes au Bain, a book about depictions of women bathing in European art. ?I?m sent to warn you.? The next day he returned with a second man and threatened trouble if the book wasn?t removed.

?They were Salafis,? says Mr. El Hafi, referring to a deeply conservative brand of Islam.

Femmes au Bain sold out quickly and no trouble materialized. But the incident highlights Tunisia's struggle to balance two gains of the revolution that seem complementary but often clash: freedom of speech and the free practice of religion.

The debate will ultimately determine the breadth of free expression in a country that was long among the world?s most censored. It has also cast a spotlight on the leading Ennahda party, moderate Islamists who say that Islam is compatible with an open society.

The party heads a power-sharing government with two left-leaning parties and says its goal is to encourage Islamic values without imposing them. However, it is also pushing to criminalize offense to core elements of Abrahamic faiths.

Ennahda says the move is meant to deter acts that might provoke violence ? Tunisia has suffered several bouts of rioting since last year over questions of blasphemy.

Some Tunisians think that makes sense. But others worry that limits to free speech ? whatever their intent ? are a step toward repression.

ONE PERSON'S BLASPHEMY IS ANOTHER'S ART

Under President Zine El Abidine Ben Ali, repression was near-total. Media and the Internet were tightly controlled, and dissidents from across the political spectrum were harassed, jailed, tortured, and driven into exile. Pious Muslims suffered in particular, and the Islamic headscarf was banned.

Ben Ali?s toppling in January 2011 unleashed an explosion of public discourse. Tunis? central Avenue Habib Bourguiba became a carnival of marches and impromptu speeches. Soon Salafis, long persecuted by Mr. Ben Ali, were rallying to demand an Islamic state.

In July 2011, dozens of men barged into a Tunis cinema, assaulting viewers of "Secularism, Inshallah" by atheist filmmaker Nadia El Fani. Last October, rioting erupted after a Tunis TV station aired the cartoon film Persepolis. Protestors called both films blasphemous.

In June, Salafis ransacked an art exhibit at the Abdellia Palace in La Marsa that they said insulted Islam, triggering days of rioting around the country. Several pieces of artwork were burned or slashed. One was Divines Cr?atures by Tunisian painter Henri Ducoli, a collage of humanoid figures that included a naked woman. El Hafi now keeps the piece at the back of his shop, which doubles as an art gallery.

Other artworks, not supplied to the art exhibit by El Hafi, included a cartoonish image of a bearded Islamic radical, and the phrase subhan allah ? roughly, ?God is glorious? - written in a string of ants.

Although El Hafi is against insulting religion, he opposes laws curbing freedom of expression, arguing that sometimes one person?s blasphemy is another?s art. ??The sacred? could be many things,? he says.

In his view, ?there was nothing against religion or the sacred at the Abdellia; what happened was takfir,? he says, referring to the practice ? shunned by most Muslims but espoused by some extremists ? of denouncing less pious Muslims as non-believers.

WHEN STABILITY AND FREEDOM CLASH

It was such destabilizing incidents that prompted Ennahda to push for a law outlawing insulting religion, says Said Ferjani, a member of the party?s political bureau.

?We didn?t want to resort to calling for legislation,? he says. ?But when something is provocative to the public, it touches the nerve of stability and national security.?

This month Ennahda proposed a draft law that would mandate prison terms for slurs against God, Mohammed and the other prophets, holy books, and places of worship for all Abrahamic faiths. The party wants similar language written into Tunisia?s new constitution.

Such legislation would improve on existing laws, such as one against ?harming public morality," whose broad language invites abuse, Mr. Ferjani says. Ennahda wants the national assembly to agree on precise criteria for what constitutes ?offending the sacred.?

That sounds reasonable to Mohamed Mhazres, a young man who has worked for six years at a newsstand on Avenue Habib Bourguiba. Like El Hafi, he was visited by Ben Ali?s police. He has also had a front-row seat to the religious fault lines exposed by the revolution.

?For the country to work, for democracy to succeed, we need stability,? he says.

Critics, however, say measures to outlaw offense to religion would end up targeting the wrong people.

?There?s nothing more provocative than inciting hatred,? says Ms. El Fani, the filmmaker whose film screening last year was disrupted. ?When have images on a screen ever hurt anyone??

Much depends on Tunisia?s national assembly, which is writing a new constitution. A draft circulated this week contains both article 3.2, which would flatly criminalize ?offending the sacred?, and article 26.2, which would guarantee ?freedom of opinion, expression, the media, and creativity? and names legal restraints on media ?to protect the rights, reputation, security and health of others? as the only potential limits.

That and other contradictions must be ironed out during the coming months, says Selma Baccar, vice president of the drafting committee on rights and freedoms, who opposes limiting free speech.

?We spent five days debating just 26.2,? she says. Reaching a conclusion ?is going to take time.?

Mortgage Fraud Blog - Man Found Guilty in Real Estate Investment ...

William David (Bill) Strong, Missouri, has been convicted of securities fraud and unlawful merchandising practices for his role in the real estate investment scheme perpetrated by Greenleaf Companies and The Real Estate Company, Springfield, Missouri.

Greenleaf convinced investors to purchase homes chosen by Greenleaf by promising the investors that Greenleaf would pay the down payment, closing costs, and monthly mortgage payments. Greenleaf also promised to purchase the homes from the investors and pay a $10,000 bonus at the end of several years. Greenleaf then contracted to sell the homes, which were actually owned by investors and not by Greenleaf, to buyers in the subprime market. Greenleaf did not tell the buyers that investors actually owned the homes Greenleaf was purporting to sell. When Greenleaf stopped paying the investors their monthly mortgage payments, and investors were subsequently unable to make the payments themselves, banks began to foreclose on the homes even when the buyers were current on their payments to Greenleaf.

Evidence at trial showed (1) that Strong misrepresented to investors the creditworthiness of the buyers to whom Greenleaf was reselling the homes; (2) that Strong purposefully failed to advise the buyers that title to the homes was held by the investors, not Greenleaf; (3) that Strong purposely failed to advise the buyers that Greenleaf failed to make timely payments to the investors; and (4) that Strong promised to give a buyer a deed of trust when Greenleaf did not in fact own the property it was selling.

Strong?s guilty verdict follows guilty pleas by two other officers, Lane Sanders and Eric Gagnepain. Gagnepain, former part-owner of Greenleaf, pleaded guilty earlier this year to ten counts of securities fraud and nine counts of unlawful merchandising practices; his sentencing is scheduled for September 7, 2012. Sanders, former president of Greenleaf, pleaded guilty to securities fraud and unlawful merchandising fraud charges in February 2011; his sentencing is pending.

Charges against three other officers remain pending: Scott Allen Dasal, former President of The Real Estate Company; Misty May Perkins, former Director of Investor Relations for Greenleaf; and Robert Lee Batchman, former real estate broker for The Real Estate Company.

Attorney General Chris Koster made the announcement.?Greene County Circuit Judge Calvin Holden has set Strong?s sentencing for October 29, 2012. Strong was indicted by a Greene County grand jury in February 2011.

?When a company misleads Missourians about the risks of an investment, my office will prosecute the responsible parties,? said Koster. ?I am pleased that Judge Holden found Mr. Strong guilty for his role in this multi-million dollar fraud.?

Koster acknowledged the assistance of the Federal Bureau of Investigation, the Securities Division of the Missouri Secretary of State?s Office, the Springfield Police Department, and the Greene County Prosecutor?s Office in the Greenleaf investigation.

(AP) ? Facebook's stock plunged to a new low Thursday after the expiration of a ban that had prevented some early investors and insiders from dumping millions of additional shares they own in the social-networking leader.

Firms ranging from Accel Partners to Goldman Sachs, Zynga CEO Mark Pincus and Facebook board members James Breyer, Peter Thiel and Reid Hoffman were among those free to sell stock they own, after the lifting of a ban known as a lock-up period.

If many of them took advantage of that, Facebook's stock could decline because the market would be flooded with nearly two-thirds more shares.

It's not yet known whether any of those investors had sold any stock because they have three business days to disclose any sales, said Sam Hamadeh, the CEO of PrivCo, which researches privately held companies.

But many of them likely did, he said.

"A lot of people have been waiting," Hamadeh said. "Facebook was expected to go public a long time ago."

Venture capitalists who invested in Facebook as early as 2005 were likely itching to sell at the earliest opportunity. Though it's trading at about half of its IPO price, Hamadeh said Facebook's stock is still very expensive.

"With VCs, they know that waiting for a better price is a fool's game," he said.

Thursday was only the first of several lock-up expiration dates for Facebook's stock. The biggest one is coming in the fall.

Only 271 million shares became eligible for trading Thursday, but by the time all the lockups expire, that'll come to 1.91 billion. That's nearly four times the 421 million shares that had been trading since Facebook began trading publicly 90 days ago.

On Tuesday, shares of online reviews service Angie's List suffered the biggest one-day drop and closed at a new low following the expiration of a similar ban. The price dropped, even though there was no word on whether any of the major investors had dumped their shares.

Facebook Inc.'s stock traded as low as $19.69 before bouncing back to $20.14 in afternoon trading Thursday. That's still 5 percent down, or $1.06, from Wednesday's close and about 47 percent below its initial public offering price of $38. If the stock hits $19, it will have lost half its value since Facebook went public in May.

By 1:30 p.m. EDT, nearly 120 million shares had traded ? nearly four times the average volume on a full day.

It has been a rough run for Facebook. After one of the most-anticipated IPOs in history, Facebook suffered what may be the most-botched public offering as trading glitches marred its first day. It's been almost all downhill for the Menlo Park., Calif., company since then.

Investors have been concerned about Facebook's ability to keep increasing revenue and make money from its growing mobile audience, even as many analysts hold positive long-term views.

Those eligible to sell stock on Thursday were the investors and directors who had participated in the May IPO. The exception was CEO Mark Zuckerberg, who will be ineligible until November. Microsoft Corp., an early Facebook investor, was eligible to sell, though it was unlikely to do so because of partnerships it has with the social network.

Lock-up periods prevent insiders from unloading shares too close to an IPO and can help prevent volatility that might occur if too many shareholders decide to sell a newly traded stock all at once. They generally start to expire 90 days after a stock makes its public debut. Thursday marked 90 days since Facebook's began trading publicly on May 18.

Other shareholders, including many Facebook employees, will be able to sell beginning in October. The last lockup period expires next May, a year after the IPO.

Facebook's stock is likely to be volatile until the end of the year when the majority of the lockups expire. Hamadeh called them a "dark cloud on the horizon."

"There is no way around it. It'll be painful," he said. "But hopefully once that selling pressure is gone, it will find its floor and could be a basis for a more stable stock through 2013."

But when Afghan forces turn their guns on international trainers twice in a day ? as they now have two weeks in a row ? it's hard to argue there's not something going on. The question is, what is it?

The U.S.-led alliance says it's too soon to tell what's behind the rash of insider attacks. The most likely explanations: Either the Taliban are increasingly infiltrating the Afghan police and army, or relations between Afghan and American forces are turning toxic ? or both.

"There's no positive spin on this," said Andrew Exum, an analyst with the Washington-based Center for a New American Security who has advised the top U.S. generals in Kabul. He said the number of Afghan insider attacks has risen beyond what can be explained as isolated incidents.

That's bad news for the U.S. exit strategy for Afghanistan, which has seen Washington spend more than $20 billion on training and equipping a nearly 340,000-member Afghan security force on the assumption that it would eventually be strong enough to fight the Taliban on its own.

The coalition has downplayed the insider attacks as anomalies and mostly a result of personal grievances, even as their numbers soared from 11 last year to 29 so far in 2012. The alliance says only about 10 percent of the attacks were related to infiltration by the Taliban insurgency. But that analysis was done before the latest furious spate of seven attacks in 11 days, a frequency that suggests some type of coordination.

"Whether or not these specific events turn out to be insurgent-initiated ... we're just going to have to do the investigations and figure that out," said Jamie Graybeal, a spokesman for the U.S.-led coalition.

The problem has become so pronounced in the Afghan war that all U.S. forces there are now being instructed to carry loaded weapons ? even on base ? as a precaution against insider attacks, a U.S. official said Friday in Washington. The official spoke on condition of anonymity because policy forbids discussing military procedures.

Some historians are hard-pressed to find precedent for this in previous wars.

"I have never heard of anything in Vietnam comparable to what we have recently experienced in Afghanistan," said James McAllister, a political science professor at Williams College in Massachusetts who has written extensively about the Vietnam War. A British military expert on colonial wars, Martin Windrow, said the level of these types of attacks were "almost unheard of" in any conflict he'd studied.

Exum said the insider attacks have "tremendous strategic impact" beyond the 36 coalition forces killed this year because they damage morale among international troops and further weaken support for the war in the U.S. and other NATO nations training Afghan soldiers and police to take over security nationwide by 2014.

What's unclear, he added, is how much influence the Taliban actually have in organizing the increasing numbers of attacks.

The insurgents have been happy to take credit. The Taliban's supreme leader, Mullah Mohammad Omar, boasted Thursday that the insurgents "have cleverly infiltrated into the ranks of the enemy" and were killing a rising number of U.S.-led coalition forces.

Defense Secretary Leon Panetta told The Associated Press in an interview this week that the attacks may reflect the Taliban's use of unconventional tactics against a coalition force it cannot defeat on the battlefield. He added that U.S. military commanders say such attacks still remain "sporadic" and not a long-term trend.

Friday's deadly shooting in Farah, at least by the accounts of local Afghan officials, seemed unlikely to be a personal dispute. Mohammad Ismail, a man in his 30s, had joined the Afghan Local Police just five days earlier. He opened fire during an inauguration ceremony attended by American and Afghan forces in Kinisk village, Farah provincial police chief Agha Noor Kemtoz said.

"As soon as they gave the weapon to Ismail to begin training, he took the gun and opened fire toward the U.S. soldiers," Kemtoz said. The police chief added that he had warned U.S. forces organizing and training the community not to move too fast to recruit in the village, which he said is heavily influenced by the Taliban.

Afghan military analyst Amrullah Amman has no doubt that Taliban infiltration of Afghan security forces is rising. He said that despite new methods of screening, it's simple to forge documents and invent references in Afghanistan.

"The gate is wide open. The enemy is infiltrating because they see it's very easy," Amman said.

But the turncoat attacks may also reflect growing mistrust and resentment among Afghans working with international forces.

Afghan soldiers interviewed by the AP earlier this year offered their own explanations: The Afghans feel disrespected, the soldiers said. They complained of getting inferior equipment and condescending treatment by Americans.

In May 2011, a U.S. Army team led by a behavioral scientist compiled a survey that indicated many Afghan security personnel found U.S. troops "extremely arrogant, bullying and unwilling to listen to their advice."

"I think infiltration is easier to address, actually," Exum said. "I think the worse thing is, if your entire strategy going forward from the next three or four years depends on partnering with Afghan forces, then if relations have already devolved to this degree, you're really worried."

The U.N. Security Council late Friday strongly condemned coordinated terrorist attacks in various parts of the country on Tuesday and Wednesday and reiterated its serious concern "at threats posed by the Taliban, al-Qaida and illegal armed groups to the local population, national security forces, international military and international assistance efforts in Afghanistan."

NEW YORK (AP) ? Bobby Brown has checked himself into rehab.

Brown's representative said in an email Thursday that the R&B singer checked into a "confidential rehabilitation center" last week as part of his agreement following his March arrest for drunken driving in Los Angeles.

His publicist says that Brown's plea agreement in the case requires that he requires that he get treatment for alcohol use. His attorney Christopher Brown says in a statement that Brown "takes his agreement very seriously."

The 43-year-old singer is the former husband of Whitney Houston, who died this year. He married his manager Alicia Etheredge-Brown in June.

Brown still plans to perform scheduled solo concerts and tour with his group New Edition. His first album in 14 years came out this summer.
