US designating Haqqani network as terrorists

VLADIVOSTOK, Russia (AP) ? The Obama administration has formally designated the Pakistan-based Haqqani network as a foreign terrorist organization, U.S. officials said Friday, in a complicated political decision as the U.S. withdraws from Afghanistan and pushes for a reconciliation pact to end more than a decade of warfare.

Secretary of State Hillary Rodham Clinton signed a report to Congress on Friday morning just before leaving Brunei for regional meetings in Russia. The report states that the Pakistan-based Haqqani network "meets the statutory criteria for designation as a foreign terrorist organization," said a U.S. official, speaking on condition of anonymity because congressional notifications were still going on.

Enraged by a string of high-profile attacks on U.S. and NATO troops, Congress gave Clinton a Sunday deadline to deliver a report on whether the Haqqanis should be designated and all of its members subjected to U.S. financial sanctions. Clinton's decision comes amid numerous disagreements within the administration about the utility of the designation.

The U.S. already has placed sanctions on many Haqqani leaders and is targeting its members militarily but it had held back from formally designating the al-Qaida-linked network a terrorist group amid concerns about hampering peace efforts in Afghanistan and U.S. relations with Pakistan.

The U.S. long has branded the Haqqanis among the biggest threats to American and allied forces in Afghanistan, and to Afghanistan's long-term stability. A subsidiary of the Taliban, it is based in northern Pakistan but crosses the border to launch attacks, including a rocket-propelled grenade assault on the U.S. Embassy and NATO compound in Kabul in September.

But the group's increasingly prominent role in the insurgency and its close links to Pakistan's intelligence service complicate matters.

The Obama administration has been trying to coax Afghanistan's fighting groups into peace talks, offering the prospect of a Qatar-based political office for insurgents and even the transfer of several prisoners being held at the U.S. naval base at Guantanamo Bay, Cuba. Negotiations have been dormant for months, and the Haqqanis have been among the least interested in talking.

A senior Pakistani intelligence official said the Obama administration's decision could hurt U.S.-Pakistan relations and negatively impact the ongoing peace process with the Taliban. The official spoke on condition of anonymity because of the sensitivity of the issue.

The group also has enjoyed a close relationship with Pakistan. The U.S. and its often reluctant counterterrorism ally have been at loggerheads over the Haqqanis for years, with Washington accusing Islamabad of giving the network a free hand in the remote North Waziristan region and even providing it with some logistical support.

Pakistan says that its forces are stretched thin in fighting an insurgency that already has killed more than 30,000 people and that it cannot also take on the Haqqanis. Many analysts attribute the military's reluctance to its historical ties to the Haqqani network's founder, Jalaluddin Haqqani, and an assessment that the group can be an important ally in Afghanistan after U.S. forces withdraw in 2014.

Congress wanted action. In July, it set a deadline to prod the administration into imposing blanket sanctions on the group by designating it a foreign terrorist organization

U.S. officials cited disagreements about the designation. Some favored it, while others worried that it could elevate the Haqqanis from their current status as an amorphous, tribal movement. That could end up hurting counterterrorism efforts by increasing their appeal among would-be jihadists.

One option under consideration was that the State Department would announce its intention to declare the Haqqani network as a terrorist body, while leaving more time for all the legal hurdles involved in making such a designation. Officials spoke on condition of anonymity because they were not authorized to discuss confidential evaluations.

Clinton has stressed that the administration was already pressuring the Haqqanis.

"We are drying up their resources, we are targeting their military and intelligence personnel and we are pressing the Pakistanis to step up their own efforts," she said.

Last month, the U.S. scored a major counterterror success when an unmanned drone strike in Pakistan near the Afghan border killed one of Jalaluddin Haqqani's sons, Badruddin.

Badruddin was considered a vital part of the Haqqani structure.

The State Department said in May 2011 that Badruddin Haqqani sat on the Miram Shah Shura, a group that controls all Haqqani network activities and coordinates attacks in southeastern Afghanistan. It also blamed him for the 2008 kidnapping of New York Times reporter David Rohde.

Jalaluddin Haqqani created his network while serving as a leader in the decade-long insurgency against the Soviet occupation of Afghanistan, which began in 1979. He developed extensive foreign contacts, getting money, weapons and supplies from Pakistani intelligence, which in turn received billions of dollars from the U.S. and Saudi Arabia.

He served as Afghanistan's justice minister after the Soviets left, and minister of tribal and border affairs after Taliban fundamentalists seized power in 1996. He joined the Taliban insurgency when the U.S. helped overthrow the regime after the Sept. 11, 2001, terrorist attacks.

Haqqani effectively retired in 2005, passing responsibility for day-to-day operations to his son Sirajuddin, who is accused of expanding the network's kidnapping and extortion operations. Reports also accuse the Haqqanis of lucrative drug trafficking and smuggling activity.

The U.S. already has designated Haqqani and his sons individually as terrorists.

Dobson 911 parade to honor fire, rescue personnel

DOBSON ? Last year the first-ever 911 Parade in Dobson was so successful, rescue and fire personnel asked to hold the event again this year. It will be held at 8 p.m. Saturday.

Central Surry Volunteer Fire Department is hosting the second annual event.

Only public safety vehicles, such as ambulances, fire trucks and rescue squad vehicles, and antique cars will be in the parade. No animals are allowed, according to Dobson Town Manager Josh Smith.

There will be more than 100 vehicles in the parade that will take about one hour to progress north on Main Street toward Draughn?s Auto Parts.

The parade line-up will be at Surry Central High School starting at 7 p.m.

Smith said there will be rescue vehicles in the parade from Surry County and surrounding counties in the parade.

Last year, the parade was held during the daytime, but this year, organizers decided to have it at night.

?People need to be mindful that side streets will be closed off during the parade. Those traveling in that area need to make alternate plans for their travels,? Smith said.

Barack Obama?s acceptance speech Thursday at the Democratic National Convention didn?t have any fireworks. But viewers were clearly persuaded by the new, slightly battle-worn Obama: Last night our Slate/SurveyMonkey snap poll registered its most decisive results yet. When we asked, ?Did President Barack Obama?s speech make you more or less likely to vote for Barack Obama and Joe Biden in the upcoming election,? a record 45.4 percent noted they were ?much more likely? to vote for 4 four more years. Combined with the 13.1 percent who chose ?slightly more likely,? that pushes the number of Americans encouraged by Obama?s words to 58.5 percent?two points higher than Bill Clinton?s score from Wednesday. Just over more than 17 percent remained undecided, and around 24 percent reported that the president?s speech had pushed them away from the Democratic ticket. As the last pieces of confetti are vacuumed from the floor of Time Warner Arena in Charlotte, N.C., conversation will turn to what (if any) boost the convention gave Democrats. Our results indicate that the DNC left 45.1 percent of viewers far more likely to support Obama and Biden in November and 12.7 percent slightly more likely. Another 15.7 percent was unmoved by the proceedings, and around 26 percent were repelled. These numbers represent a victory over the Republicans, who in Tampa inspired only 33.9 percent of respondents to cast their ballots for Romney and Ryan. A nearly identical number, 32.8 percent, ?felt alienated by the proceedings.

Over the past two weeks, a parade of speakers have come forward to try to win us over. Teleprompters were fired up (and sometimes ignored) ?as a mesmerizing rain of truths and half-truths were heard by anyone willing to listen. So who said it best? Which of the marquee speakers moved the needle furthest? To calculate our convention speaker rankings, we totaled the number of positive responses to each address, adding together the survey takers who were either ?much more likely? or ?slightly more likely? to support the ticket after hearing the pols talk. Here?s what we found:

The POTUSObama led the pack with the aforementioned 58.5 percent enthusiasm rating.

Next came the Cicero of the South, Bill Clinton, with 56.8 percent.

Completing the Democratic sweep, Michelle Obama won 49.4 percent of respondents to her husband?s side.

Among Republicans, Mitt Romney persuaded 43.4 percent of survey takers to support his candidacy.

Paul Ryan charmed 42.5 percent with a gutsy blend of fact and fiction.

Ann Romney loved women and snagged 41.1 percent of viewers.

GOP keynote speaker Chris Christie came in last, motivating only 40.6 percent of respondents to his party?s ticket.?

But there was still one more question to be asked: ?Who do you believe delivered the better speech?Bill Clinton or Barack Obama?? It wasn?t close. Nearly 45 percent chose Bubba, while 24.8 percent opted for Barack and 30.4 percent sat on the fence. Say what you will, but there?s still nothing like a Bill Clinton speech.

NEW YORK, September 7, 2012 ?The Film Society of Lincoln Center announced today Ang Lee has been added to the roster of its 2012 NYFF HBO Directors Dialogues participants. FSLC also announced the selections for the 16th edition of NYFF?s Views From the Avant-Garde, the popular yearly touchstone for experimental film around the world as well as the presentation of filmmaker awards from the Kazuko Trust for the first time. In addition, NYFF announced the selections for this year?s short film programs.

Joining the lineup of the popular HBO Directors Dialogues at the New York Film Festival will be Academy-Award winner Ang Lee, the director of NYFF?s Opening Night Gala presentation LIFE OF PI. The Directors Dialogues pair a director with a journalist as they discuss the filmmaker?s career, views on their own approach to making movies as well as the current state of the art of filmmaking. Previously announced were Abbas Kiarostami (LIKE SOMEONE IN LOVE), David Chase (NOT FADE AWAY) and Robert Zemeckis (FLIGHT). Lee will be joined by Todd McCarthy (NYFF Selection Committee member and Chief Film Critic, The Hollywood Reporter) in conversation on Saturday, September 29 at 2:30PM.

The selections for the New York Film Festival?s Shorts Programs were also announced with films from Canada, Denmark, Egypt, France, Mexico, Spain, Switzerland and USA represented among the 12 films. The four-day event will conclude with a special day devoted to Avant-Garde master Peter Kubleka, including the U.S. Premiere of Martina?Kudl?cek;s four hour documentary FRAGMENTS OF KUBELKA and the special multiple projector piece MONUMENT FILM, a World Premiere presented by Peter Kubelka himself.

The presentation of David Gatten?s THE EXTRAVAGANT SHADOWS will also be making its World Premiere. The 3-hour piece is Gatten?s longest work to date and Gatten is currently the subject of a mid-career 14-film exhibition tour TEXTS OF LIGHT originating from the Wexner Center of The Arts. Known for his philosophical and playful 16mm films working with innovative processes of image making, and touching on history, perception, and the art of reading, Gatten has created his first digital magnum opus with THE EXTRAVAGANT SHADOWS.

Views From the Avant-Garde will also announce the inaugural presentation of two $5000 scholarships to Views filmmakers from the Kazuko Trust as part of this year?s event.?The filmmakers chosen by?Views?curators Mark McElhatten and Gavin Smith as well as consulting curator/panelists will be announced in the upcoming weeks. This year?s other panelists for this exciting new award include Nellie Killian film programmer at the Brooklyn Academy of Music and founding director of Migrating Forms and?Chris Stults, associate curator in the Film/Video department at the Wexner Center for the Arts.

Said Nora Coblence, executor of the estate of noted jewelry designer, Kazuko Oshima, ?When the time came to decide where Kazuko?s funds should go, the Film Society of Lincoln Center seemed like the ideal choice. She loved film with a passion, always supported the Film Society, and was quite avant-garde in so many of her multi-artistic endeavors.?

Additional highlights include a retrospective presentation of Ferdinand Khittl?s rarely seen THE PARALLEL ROAD, as well as tributes to the late Chris Marker (the first NYFF showing of SANS SOLEIL)?and Raul Ruiz (the presentation of the fabled but rarely screened THE BLIND OWL).

The presentation of Peggy Ahwesh?s new restoration super 8 to 16mm blow-ups of her infamous and widely celebrated MARTINA?S PLAYHOUSE along with rare screenings of then new restorations of the work of Joe Gibbons. Both artists will be present at the screenings.

The 17-day New York Film Festival highlights the best in world cinema, featuring top films from celebrated filmmakers as well as fresh new talent. "After medical evaluation and a round of tests, Tom was pronounced in great health and has been discharged," NBC News President Steve Capus said in a statement released Thursday afternoon.

Capus expressed gratitude to the Carolinas Medical Center for Brokaw's excellent care.

Hours earlier, the network had reported that Brokaw felt "light-headed" on the set of the news-talk program "Morning Joe," which originated this week from Charlotte, where the Democratic National Convention is taking place.

"Out of an abundance of caution," the network said, Brokaw was taken to the hospital for examination.

At about 10 a.m., Brokaw offered his own diagnosis with this Twitter post: "All is well Early AM I mistakenly took a half dose of Ambien and made less sense than usual. Made a better comeback than Giants..." Ambien is a brand name for a sleep-inducer.

The 72-year-old Brokaw has been keeping a busy schedule of on-air appearances at the Republican National Convention in Tampa, Fla., last week and at the Democratic convention this week.

He has served as special correspondent for NBC News since stepping down as anchor of "Nightly News" in 2004.

Gore, Green Energy Absent from DNC

Many prominent Democrats have skipped the DNC this year, but why Gore in particular? On reason may be that his presence may remind voters of the green energy failures of the President?s administration. Solyndra, Fisker, Beacon, A 123, Ener1 and other belly-up DOE investments have become anathema to the American public.?

Even aside from Gore, the White House is downplaying the environmental extremism of its current Cabinet. The President did not ask Energy Secretary Steven Chu to talk about energy policy at the convention; instead, he assigned Interior Secretary Ken Salazar that task. Clad?in a white cowboy hat, Salazar?talked up oil and gas drilling as though Obama were a bullish advocate. He asserted the President will bring America energy independence by using an ?all of the above? energy strategy.

What Mr. Salazar did not point out is that record drilling in North Dakota, Texas, Pennsylvania, and Louisiana all came from states with Republican Governors who simply ignored Al Gore and Steven Chu and let free enterprise prevail.?

Tradesmen's Work Makes Our Lives Work

Reducing pressure on children to eat may help prevent obesity

ScienceDaily (Sep. 4, 2012) ? An educational program for parents helps to reduce pressure on children to eat -- which may reduce the child's risk of obesity, reports a study in the September Journal of Developmental & Behavioral Pediatrics, the official journal of the Society for Developmental and Behavioral Pediatrics. The journal is published by Lippincott Williams & Wilkins, a part of Wolters Kluwer Health.

Parents educated in an approach based on "division of responsibility" (DOR) for eating put less pressure on their children to eat certain foods, according to the new research, led by Dr. W. Stewart Agras of Stanford University. The study adds to the evidence that the DOR approach can promote healthy development of appetite and eating behaviors in young children.

Education Takes Pressure off Tots' Eating Behaviors

The study included 62 families with a toddler (aged two to four) considered at high risk of obesity -- with at least one parent who was obese or overweight. One group of parents was educated in the DOR concept, which takes a child-development approach to "parent/child feeding interactions." Dr Agras explains, "At the family level parent feeding practices, such as taking control over their child's eating, appear to contribute to childhood overweight."

In the DOR approach, parents take responsibility for providing and serving food, while children are responsible for deciding whether or not to eat and how much to eat. "The primary principle is that crossing parent or child boundaries leads to feeding problems," according to the authors. The other group of parents was assigned to the National Institutes of Health's "We Can" program, which seeks to promote healthy eating and increased physical activity.

At follow-up, parents educated in the DOR approach were putting less pressure on their child to eat, compared to those taught about the "We Can" program. Two parental factors affected the pressure to eat: "disinhibition," reflecting the parents' tendency to overeat, and hunger or food cravings in the parents. Parents who learned about DOR put less pressure on their children to eat, regardless of their own disinhibition or hunger scores.

In contrast, for the "We Can" group, parents with low disinhibition and low hunger scores (that is, less control over eating and lower hunger/cravings) put more pressure on their children. Thus an approach that teaches parents to promote consumption of healthy foods may have actually led to a decrease in positive feeding practices

Parents in the DOR group were less likely to restrict food choices in girls, although not in boys. It may be that parents are more focused on girls' eating patterns, "in line with the greater concern about female weight and shape," the researchers write.

Children whose parents are obese or overweight are at risk of becoming obese themselves, possibly because the family environment reinforces "maladaptive" eating behaviors. There's evidence that parents becoming over-involved in their child's eating behavior -- such as taking excessive control over their child's eating -- contributes to childhood overweight. Excessive parental control over eating may interfere with the child's perceptions of hunger and feeling full (satiety).

Although the new study is only preliminary, it adds to the evidence that parents taught the DOR approach put less pressure on their child at mealtimes. A larger study with longer follow-up will be needed to determine whether the changes lead to a lower risk of childhood overweight or obesity. Dr Agras and colleagues add, "Efforts to increase consumption of healthy foods in toddlers should include counseling parents to model eating such foods and not to pressure children to eat them."

Income Tax Department To Train Income Tax Preparers - Career

tax return preparers trainingIncome Tax department, Ministry of Finance, Govt. of India, has announced a scheme to train a fresh batch of professional tax return preparers (TRPs) to help small and medium tax payers prepare and file their income tax and HUF returns.

This opens a self employed opportunity for self-employment for 5,000 unemployed /under-employed youth (21-33 years). Applicants will be shortlisted for appearing in the enrollment exam on September 23 on the basis of marks obtained at the Bachelor?s degree level in commerce, law, economics, maths, statistics or management. The IT department will offer free training and study material comprising 15 days of self-study and 11 days of classroom-sessions.

The successful candidates will receive a certificate and a unique identification number authorising the candidate (under the IT Act 1961) to work as a self-employed Tax Return Preparer. The successful candidate will also be entitled to subsequent support through an online ?Knowledge Portal? and ?Help Desk? to prepare and file returns.
